This panel session provided an update on the progress of the IFNEC and broadened the discussion to cover international co-operation in fuel-cycle activities more generally.  We also reported on IFNEC accomplishments in the past year including the SMR Workshop that was held in Jordan and also the development of an international Comprehensive Fuel Services approach, as well as discussed the whole fuel cycle in a global context. This panel discussed the innovative cleanup and prioritization approaches underway to achieve the accelerated cleanup of the East Tennessee Technology Park (the former K-25 Gaseous Diffusion Plant (GDP)) located on the Oak Ridge Reservation. ETTP is undergoing risk-based cleanup to address environmental and human health risk issues to achieve a reindustrialized site end state. In an environment of declining budgets, the application of innovative approaches has resulted in the successful acceleration of D&D, providing many valuable lessons learned. Panelists discussed best practices in project planning, work execution techniques, workforce/labor relationships and regulatory relationships and contractual frameworks all anchored in an environment where safety is the highest priority. This panel discussed DOE’s Portsmouth/Paducah Project Office (PPPO), which is responsible for cleanup at the Portsmouth, Ohio and Paducah, Kentucky former Gaseous Diffusion Plant (GDP) sites. Portsmouth is performing D&D of the plant, including demolition of legacy structures and removal and disposition of equipment from the large process buildings. At Paducah, DOE recently accepted the return of formerly leased GDP facilities from the United States Enrichment Corporation (USEC) and selected a contractor to initiate deactivation of the plant. Major decisions on D&D waste disposition alternatives are approaching at both sites and the depleted uranium hexafluoride (DUF6) conversion plants continue to accelerate their progress toward full production capacity at both sites. This panel discussed the progress in Fukushima cleanup efforts. Representatives from government and contractors will address Fukushima Daiichi D&D and ER activities. Amongst the topics discussed are innovative approaches to remediation and D&D, progressive learning opportunities, successes realized and perspective on challenges. This panel discussed the innovative cleanup and prioritization approaches underway to achieve the accelerated cleanup of the East Tennessee Technology Park (the former K-25 Gaseous Diffusion Plant (GDP)) located on the Oak Ridge Reservation. ETTP is undergoing risk-based cleanup to address environmental and human health risk issues to achieve a reindustrialized site end state. In an environment of declining budgets, the application of innovative approaches has resulted in the successful acceleration of D&D, providing many valuable lessons learned. Panelists discussed best practices in project planning, work execution techniques, workforce/labor relationships and regulatory relationships and contractual frameworks all anchored in an environment where safety is the highest priority. This panel discussed DOE’s Portsmouth/Paducah Project Office (PPPO), which is responsible for cleanup at the Portsmouth, Ohio and Paducah, Kentucky former Gaseous Diffusion Plant (GDP) sites. Portsmouth is performing D&D of the plant, including demolition of legacy structures and removal and disposition of equipment from the large process buildings. At Paducah, DOE recently accepted the return of formerly leased GDP facilities from the United States Enrichment Corporation (USEC) and selected a contractor to initiate deactivation of the plant. Major decisions on D&D waste disposition alternatives are approaching at both sites and the depleted uranium hexafluoride (DUF6) conversion plants continue to accelerate their progress toward full production capacity at both sites. This panel discussed options, technical approaches, and technical, regulatory, and non-proliferation/security issues important to evaluation and design of treatment, interim storage, transport and disposal of UNF/SNF and HLW. Uncertainty regarding the future of geologic disposal of UNF/SNF and HLW in the US and worldwide, the potential role of fuel recycling to reduce required disposal capacity, and expected increases in new nuclear power plants, has elevated the need for consideration of interim and retrievable storage and alternative disposal options for UNF/SNF and HLW.
