How Do We Strengthen Safety Culture During Times of Change...or at Least Maintain the Status Quo? There is one constant in the DOE Complex, and that is change. Whatever the change - operations to decommissioning, managing contractors, workforce restructuring - the outcome must be consistently achieved without degradation of safety performance and culture. This panel focused on the challenges faced by local leadership (DOE and the Contractor) when driving those necessary changes that support evolving mission requirements. Topics included respect for a site's cultural legacy, reinforcement of changed requirements and expectations, and blending cultures.

This panel session focused on small business procurement and contracting opportunities within the DOE Complex and on USACE FUSRAP projects. The DOE and USACE contract directly with small businesses and also encourage prime contractors to obtain goods and services from small and disadvantaged businesses and often tie these goals to contract award fee. Goods and services being considered for these procurements include: decontamination and decommissioning services, remediation services, transportation and disposal of radioactive waste, health physics equipment and services, emergency response planning and training, lab services, R&D products, waste treatment services, maintenance services, A/E services and professional consulting. This panel complemented Session 16 that focused on small business barriers to contracting with DOE. Both of which were open to all WM2017 participants, including Exhibitors.

This panel focused on the barriers for small businesses in contracting with the US DOE. For FY2017 the DOE has set goals for Small Businesses. Small businesses and Disadvantaged, Woman-Owned, Disadvantaged-Veteran Owned and HUB Zone Prime Contracts are included with ranges set from 3% to 6% for prime contracts and up to 50% for subcontracts. During a declining US federal budget, with less contracting dollars and more going for base prime contractor services, these goals are challenging. This panel interacted extensively with the audience in listening and discussing methods to achieve these goals and barriers that need to be mitigated. This panel complemented Session 15 which focused on contracting directly with the US DOE.

017: Panel: LANL Recovery - Re-Treatment of Problem Waste Stream Nitrate Salts

This panel focused on the treatment of nitrate salt TRU waste drums currently stored at Los Alamos National Laboratory, including those in which a thermally sensitive mixture was created from the use of an organic absorbent during previous remediation operations. Technical, regulatory, and programmatic aspects of this challenging campaign were described. The session also provided a high-level discussion of activities of the recently constituted DOE Environmental Management Los Alamos office responsible for managing legacy environmental cleanup at LANL.

The panel described the major changes that have been made in DOE and the WIPP M&O Contractor, NWP in response to the 2014 Accident Investigation Board Reports. Changes described included the new DOE Carlsbad Field Office organization, the National TRU Program, WIPP Waste Acceptance Criteria, WIPP Documented Safety Analysis, the uniqueness of WIPP as both a DOE nuclear facility and a salt mine, WIPP Operation Readiness Reviews and the future of WIPP and the National TRU Program. Included in the discussions were near-term projections of shipments of TRU waste to WIPP.

This panel focused on emerging issues in commercial LLW management in the US from the perspective of representatives of the Low-Level Radioactive Waste Forum. State, federal and industry officials shared their views on a variety of timely and significant topics including a discussion of issues regarding alternative disposal pathways for very low activity waste; operator perspectives from the Waste Control Specialists (WCS) facility in Texas including a proposal to license a disposal cell for GTCC, GTCC-like and Transuranic waste and application to construct and operate a facility to store spent nuclear fuel; GAO report examining enhanced controls and continuing vulnerabilities of dangerous radioactive materials; NRC initiatives including the proposed final rule to amend 10 CFR Part 61, Licensing Requirements for Land Disposal of Radioactive Waste; and, EPA activities including updates to the 1992 Manual of Protective Action Guides and Protective Actions for Nuclear Incidents (PAG Manual) and revisions to the National Emission Standards for Radon Emissions from Operating Mill Tailings (Subpart W of 40 CFR Part 61).

The discussion included progressive learning, technical challenges, safety, and regulatory flexibility required to achieve cleanup. The panel included NDA, regulators, Sellafield Ltd, and the RWM Ltd. After short opening presentations, a facilitator lead an interactive discussion among the panel members.
