012: ANDR (Romanian Radioactive Waste Organisation) Current Status of the Development of a New LILW Repository in Romania and Next Steps

Presentation Title: Current Status of the Development of a New LILW Repository in RomaniaThis panel focused on the 2018 upcoming public procurement in Romania for their L/ILW disposal facility and an overview of their countries activities. ANDR (Romanian WM organization responsible for SNF and Radwaste) shall put into operation a near surface disposal facility, abbreviated as DFDSMA. It will most probably be near the Saligny site, located in the exclusion zone of Cernavoda NPP, in Constanta county. ANDR is seeking a general consultant to update the technical documentation and support the construction license for their L/ILW program. In the next 5 years, according to the Romania National strategy on safe management of SNF and RW, currently under review, the DFDSMA shall be in operation by 2023 and should accept mainly L/ILW/SL resulting from operation, refurbishment and decommissioning of Cernavoda NPP. In 2018, ANDR will organize a public procurement procedure to select a consultant for elaborating the Zonal Urban Plan in view of construction of the DFDSMA and for getting different agreements from different authorities. In the next years, the ANDR should undertake the following activities for getting the siting license for the CNCAN (the Romanian regulatory body in the nuclear field): 1) Development of the procedure related to getting the environmental agreement for the DFDSMA. This implies elaboration of the Environmental Impact Assessment report and organizing public debates both at national and trans-boundary level. Note that according the regulations issued by the CNCAN, environmental agreement is a prerequisite for the sitting license; 2) Implement a preoperational monitoring program of the Saligny site; and 3) Review the safety documentation according to the CNCAN requirements. After getting the sitting license for the DFDSMA, the ANDR will elaborate / review the technical documentation necessary for promoting the investment (e.g. Feasibility Study) and for getting the construction license (e.g. Safety Assessment Report, Detailed Engineering Design, etc). In this regard, the ANDR will organize a public tender for selecting a general consultant which should elaborate / update the technical documentation and support the ANDR in order to get the construction license.

This initial panel set the stage for many of the paper and panel presentations following the robotics, remote systems and emerging technologies featured theme at the WM2018 conference. The DOE EM Office is responsible for managing the cleanup and waste legacy of the nation's DOE nuclear facilities. The work required to complete this mission is uniquely challenging due to the hazards associated with the nation's nuclear facilities, coupled with the complex nature and environment of much of the work involved. Appropriate technology insertion is necessary to accomplish EM's mission safely and efficiently. Robotics and remote systems present a particularly compelling set of technologies due to their potential capability to augment, protect, or remove workforce personnel from the immediate proximity of many of the most. This was the first of eight panels discussed the use of robotics and remote technologies to provide solutions for cleanup of nuclear facilities. The panel included presentations on the subject from many different perspectives: high-level needs, other federal agencies, international, national laboratories, universities, and the end user of the technology.

This panel focused on challenges and lessons learned in radioactive waste packaging, transportation, compliance and receipt for fabricators of radioactive waste packaging. World-wide companies are urged to participate. Participants provided their perspectives and suggestions on how to increase efficiencies through eliminating inconsistencies between specifications and other requirements in order to provide products at a reasonable cost and enhance communication to enable better service.

013: Panel: Robotics - Exoskeleton (Worker Augmentation) (2/8) 5 Articles

This panel focused on state-of-the-art and current research trends of exoskeleton and wearable technologies as well as user needs and perspectives. Attention was paid to how these technologies could be used in the nuclear waster cleanup environment. Systems that can be worn by workforce personnel have been developed that can support human workers as they perform ergonomically challenging tasks. These devices may be passive (no external power) or active (powered) and may support various parts of the body to reduce strains on muscles and joints. While some systems are commercially available, they are relatively new on the market and their long-term benefits are still being evaluated. Careful consideration of training and workforce integration will be required. This technology applies broadly to many EM needs, including critical concerns about worker safety. While there are other industries exploring the use of exoskeletons (military, retail, construction, and assembly), their applicability to EM is somewhat unique in that EM's unstructured environments demand PPE. The high-consequence materials handled by personnel also pose individual considerations that require careful assessment before implementation could be approved.

016: LANL Panel: LANL Recovery - Re-Treatment of TRU Problem Waste Streams (1/4) 2 Articles

This panel focused on the treatment of nitrate salt TRU waste drums currently stored at Los Alamos National Laboratory, including those in which a thermally sensitive mixture was created from the use of an organic absorbent during previous remediation operations. Technical, regulatory, and programmatic aspects of this challenging campaign were described. Current status and lessons learned were also described.

This panel focused on the re-opening of WIPP in 2017 and the plan for shipping TRU waste to WIPP over the next few years. It included discussion on WIPP improvements and implementation of new waste acceptance criteria at WIPP. Challenges, such as funding, infrastructure concerns, site TRU waste disposition, deadlines and goals were discussed along with the integration of DOE TRU waste complex resources and funding for the next few years. This was the first of four LANL related panels.

This panel session focused on small business procurement and contracting opportunities within the DOE Complex and the USACE FUSRAP sites. The DOE and USACE contract directly with and encourage prime contractors to obtain goods and services from small and disadvantaged businesses. These goods and services include: decontamination and decommissioning, remediation, transportation and disposal of radioactive waste, health physics, emergency response planning and training, lab services, R&D products, waste treatment, maintenance, A/E and professional consulting. This was the first of six contracting panels.

This panel session provided a fast paced, high energy and thought-provoking session on how to do business with the US DOE. Charles R. Smith, the new Director of the US DOE Office of Small and Disadvantaged Business Utilization, (OSDBU) provided an overview on how to do business with the DOE. Representatives from EM and NASA gave attendees insight on how to market and seek opportunites within their program offices, sites and laboratories. This session also featured current DOE, women-owned businesses, who shared best practices on how to engage with DOE-EM to find and win contracts.

This panel focused on emerging issues in US commercial LLW management from the perspective of active members of the Low-Level Radioactive Waste Forum, Inc. State, compact, federal and industry officials shared their views on a variety of timely and significant topics related to low-level radioactive waste management, disposal and related issues.
022: EFCOG Panel- Avoiding the Human Capital Cliff in the DOE Complex 1 Article

This panel focused on knowledge and skill attrition in the US DOE. Challenges range from identifying and training new employees to support facility operations and maintenance, to knowledge transfer of critical skills in weapons and research programs. For example, it typically takes 12- 24 months to train a new operator. Qualifying individuals for weapons-program activities requires formality; a security clearance, including a “clean” drug screen; and individuals able to mentor new personnel. The Energy Facility Contractors Group (EFCOG) contractors have undertaken several initiatives to address this now critical situation. Panel participants discussed potential approaches to solving this Complex-wide issue, which must be solved to ensure uninterrupted, safe operations. Each representative described related on-going activities and progress within his/her organization.
