As countries with substantial inventories of spent nuclear fuel pursue their national repository programs with varying degrees of progress, countries with only a few reactors and those at the beginning stages of their nuclear programs face a far different and substantial challenge toward developing a national solution. This session brought together a panel of experts from government and industry to explore shared solutions and next steps building off the recent progress made by international organizations and the recent efforts and lessons learned.

This panel focused on the extremely effective 2016 Compliance Order on Consent executed between the US Department of Energy (DOE) Office of Environmental Management - Los Alamos Field Office (EM-LA) and the New Mexico Environment Department (NMED) and highlights practices and concepts toward developing an environmental compliance agreement that is mutually productive to both the NMED and the DOE. To further demonstrate successful practices, the panel also highlighted another very effective compliance agreement with comparable approaches - the 1993 Savannah River Site (SRS) Federal Facility Agreement (FFA) executed between DOE, the South Carolina Department of Health & Environmental Control (SCDHEC), and the Environmental Protection Agency (EPA). EM-LA, NMED, SRS, and SCDHEC representatives provided attendees an opportunity to understand and compare extremely effective approaches to regulatory compliance across the complex.

This panel session provided a fast-paced, high-energy and thought-provoking session on how to do business with the US DOE. Representatives from the Office of EM and the NNSA gave attendees insight on how to market and seek opportunities within their program offices, sites and laboratories, along with suggestions from a successful small business in the DOE market.

This panel focused on the DOE-EM planning to complete construction and start up three major treatment facilities in the next 18 months. This included the Salt Waste Processing Facility (SWPF) at Savannah River, the Integrated Waste treatment Unit (IWTU) at Idaho and the Direct Feed Low-Activity Waste (DFLAW) at Hanford. DOE Site Managers from SC, ID and WA introduced each facility then the DOE Contractor provided the details on their biggest challenges in regulatory issues, construction, start-up and operations of each facility.

This panel focused on the latest thoughts, ideas, and methodologies being explored throughout the world on how to communicate with future generations regarding nuclear waste disposal. Scientists determined many years ago that geological disposal in a repository was the preferred solution for nuclear waste disposal given the longevity concerns of the waste(s). Future generations must be informed through records, memory keeping and permanent markers to ensure they are aware of, and knowledgeable of, the dangers associated with nuclear waste isolated from the biosphere.

The discussion emphasized risk-based approaches within decision processes and subsequent incorporation into regulatory decision documents. Remedy approaches, remediation exit strategies, and long-term monitoring plans that support risk-based end-states for difficult-to-remediate sites were discussed
