This session focused on the collaboration of the US and France on Radioactive Waste Management. The opening discussion Provided an overview on the back end of the fuel cycle to introduce the main themes. US/France Collaboration On Radioactive Waste Management - France and the US share a long standing collaboration relationship in the field of civil nuclear energy in all three sectors: R&D, Industrial and Regulatory, covering a wide range of topics along with waste management. A presentation on the main and current cooperation programs will be given, along with prospects for new collaboration areas, and the value to be gained for both sides. MCRE: Importance Of Molten Salt Reactor In Pu Management. - Plutonium is only waste if you waste it. Molten salt reactor fuel cycles can be an important part of productive plutonium management. This discussion will explore: The Molten Chloride Reactor Experiment (MCRE) – the world’s first critical fast-spectrum salt reactor, France’s interest in molten salt reactors (MSRs) as part of its “2030” advanced reactor program, addressing Pu management in other countries using SMRs, and commercial interest in closing the fuel cycle. Beyond Pu management, it could be also an opportunity for Minor Actinides management to optimized HLW management. HLW Vitrification - Presentation of collaboration between France and the US on nuclear waste vitrification.  Discuss opportunities for US waste immobilization projects to consider other proven HLW vitrification technologies used in France and deployed on a commercial basis Orano Multi-Recycling Efforts For Used MOX Fuels. - Overview of the multi-recycling efforts (i.e., reuse of used MOX fuel) proposed for LWRs and SMRs. Need For HALEU. HALEU From Existing Material. DU Down Blend. EBR-II Material Cleanup. - Despite its unique back-end challenges, down blending highly enriched uranium (HEU) to produce high-assay low enriched uranium (HALEU) in metal form could provide near-term output for advanced reactor cores while longer term fresh HALEU supply chains are developed. Defining the backend challenges now will help design efficient production processes with more manageable waste streams Recovery Of Radionuclides From Nuclear Waste Processing -What are the commercial examples and future options to material from former nuclear activities into valuable isotopes for medical and industrial uses? What is considered nuclear waste for one application may be asset/fuel for another application. With the nuclear waste processing, or isotope separation, there are opportunities to reuse many radioisotopes for myriads of applications, such as medical, industrial, and space exploration. The added benefit of reusing these valuable isotopes is the reduction in disposal of any actual waste.

Attendees will have the opportunity to learn how each country implemented solutions to achieve mission objectives. This international panel shared their observations, responses and solutions associated with supply chain disruptions, workforce evolutions and other challenges occurring during restart and recovery.

This session focused on efforts and ideas to reduce the impact of used nuclear fuel (UNF) and other waste streams stemming from the implementation of advanced nuclear reactor fuel cycles. Advancing these efforts will facilitate the acceptance and increase the commercialization potential of advanced reactor fleets. Early consideration of the back end of the fuel cycle in the advanced reactor design process offers a unique opportunity to co-develop technologies with this goal in mind.

This session focused on physical, cyber, policy, and regulatory challenges and developments in securing the nuclear sector around the world. The history of, and emerging security issues for, the protection of radioactive materials are of keen interest to federal agencies, e.g. in the US: DHS, DOE, NNSA, and NRC, the nuclear power industry (NEI), academia, and medical and non-power radionuclide producers and users. This session addressed issues such as security, fitness for duty, cyber, and UAS with discussion by members of the Nuclear Sector Critical Infrastructure Partnership Advisory Council (CIPAC). CIPAC is combination of industry, academic, and government entities that is sponsored by the US Cybersecurity and Infrastructure Security Agency of the Department of Homeland Security.

This session focused on discussing recent advancements in monitoring and remaining challenges associated with implementing cost-effective monitoring approaches for complex sites. Monitoring presents one of the largest, long-term costs for environmental remediation and site stewardship within the DOE because contamination at complex sites will likely be present for tens to hundreds of years into the future. Several challenges need to be met, including the integration of autonomous, time-series geophysical measurements, the use of machine learning, and the data management and qualification of large volumes of data.

The U.S. continues to have a shortage of STEM professionals despite an increase in the number of STEM initiatives and degrees. About 74% of college graduates with STEM degrees are opting for non-STEM jobs, from law to social work. This session shared leadership perspectives about whether STEM initiatives are making a difference and what else can be done to enhance STEM education to attract and retain high-school and college graduates for current and emerging work.

Through the National Science Foundation, IRSC has been funded to help increase female enrollment in STEM programs in a novel way by employing the creativity of three high school girls.  As part of this program, these young women interview other STEM young women at their place of employment and post video’s to their YouTube channel (https://www.youtube.com/playlist?list=PLeBADt6DhVDvFq4pTMSC9qzUefYj0CTNk ) This panel facilitated the interaction of these three young women with other STEM women in waste management. The Girls also conducted one-on-one interviews with women in waste management participating in WM23 and posted their interviews in their YouTube channel.

This session focused on the current efforts undertaken by initiatives to involve stakeholders for the success of Integrated Interim Storage, Transportation and Disposal facilities for SNF and HLW. The panel discussed elements needed for success in engaging various stakeholders at all levels of the project lifecycle and can include best practices and lessons learned from previous projects.

This session focused on the need to consider post – closure impacts to the long-term site workforce and communities in DOE's approach to accelerated site cleanup and expedited reduction of long-term financial liabilities. At sites where Cold-War workers shifted from weapons production to the cleanup effort, a more holistic approach to the workforce transition Post-EM cleanup is needed. This holistic approach would include incentives for expedited closure, trade re-training, and a vision for future site commercial activities. This panel focused on the importance of the right workforce incentives that include appropriate training for displaced workers so that they can be integrated into a next job. Another key aspect of this discussion will be to reassess the current and future land use opportunities related to land re-use concepts. By re-arranging cleanup sequencing is it possible to divest concepts.
